Lokpal Bill: Government draft agrees to all 3 conditions, Anna may end fast

NEW DELHI: Team Anna has received a communication from Parliament that states that all three conditions of Anna Hazare have been agreed upon, according to Times Now. Finance ministerPranab Mukherjee is likely to move an appeal at 4.30 pm in Parliament. Congress MP Sandeep Dikshit speaking in Lok Sabha supported fasting Anna Hazare's three key demands related to a powerful anti-corruption Lokpal bill. Dikshit said he was in "complete" unison with Hazare's team on its demand for having Lokayuktas in states, framing Citizen's Charters for all government departments and including the lower bureaucracy in the ambit of Lokpal. He suggested that the central government can send a model Lokpal bill to states so that they create their Lokpals. On framing Citizen's Charter, he said the government was trying to include this also in the anti-corruption mechanism. On bringing the lower bureaucracy under the ambit of the watchdog, Dikshit said this was important as this where the common man connects with the government. BJP said it found considerable merit in three contentious issues raised by Team Anna, including covering the entire bureaucracy and Citizens' Charter for public grievances under Lokpal and favoured Lokayuktas in the states. However, it said inclusion of Prime Minister under Lokpal should be with the exception of certain areas like national security. Responding to a specific enquiry by Finance Minister Pranab Mukherjee whether there can be a central law for Lokayuktas in the states, Jaitley, an eminent lawyer, said there can be enabling laws. While there is merit in this, Lokayuktas should not be appointed by the Centre. Spiritual leader Sri Sri Ravi Shankar Saturday urged Anna Hazare to positively end his hunger strike by 6 in the evening. Anna Hazare today trained his guns at MPs saying that around 150 of them were facing criminal charges and people should not elect "useless" lawmakers next time. In his second address to supporters within two hours, the 74-year-old Gandhian said people expected a lot from the MPs but they did not live up to the expectations and that he would tour the country to appeal to people not to vote for them again. Hazare, who did not address his supporters for nearly 38 hours since August 25 night, emerged on the dais at around 10 am and declared that he will continue his protest till his last breath for a strong anti-corruption law. Amid mounting worries over the 74-year-old Gandhian's health, Hazare said he could fast for another "three-four days" and "nothing will happen to him".

Anna refuses to end fast or move to hospital; PM sends letter of appeal

New Delhi: Anna Hazare has refused to be hospitalised despite doctors warning that his blood pressure and vital signs are worrying. A visibly weakened Anna explained to thousands of supporters, "My conscience doesn't permit me to end my fast. Even if my kidney fails, won't one of you donate one to me? I will die for this country. If the government sends someone to forcibly move me to hospital, block the exits. But I am stressing, do not engage in any violence." A few hours before this worrying medical bulletin was shared, the Prime Minister wrote to the 74-year-old activist, urging him to end his hunger strike against corruption. "Despite the differences between the Government and your team," the PM wrote, "I do not think that anybody is or should be in any doubt about the deep and abiding concern which I and our Government share about your health, arising from your continuing fast." Despite his frail condition on the eighth day of his fast, Anna addressed thousands today at his sit-in protest at Ramlila Maidan. "I am fine...my doctors will not permit me to die," he said, vowing that he will not eat till his version of the anti-corruption Lokpal Bill is passed in parliament. anna hazare entered his 12th day...

Now these days IAC, India Against Corruption movement by Indian People with Anna Hazare who is considered to be leader of this movement is on full mood to destroy the corruption by passing Jan LokPal Bill. It is needed as corruption in India is on peak from last few years its destroying people by hiking prices of basic needs/ resources like petrol, gas, food etc.Not even that people of India also faces many other problems like Not providing Houses as per scheme, corruption in housing schemes, corruption in developement of cities and villages. These things are just because of corrupted people who are still surviving in Government of India. whether he/she is clerk or MP or MLA or Corrupt Officer. Everywhere and everybody is corrupted just because there is no such strict action against corruption by law.So , to destroy this black mark on India Anna and the People of India supporting Jan LokPal Bill and they just want that Govt of India should pass this Jan lokpal bill to completely destroy corruption and corrupted People from system.

What is Jan LokPal Bill ?

1. An institution called Lokpal at the centre and Lokayukta in each state will be set up.

2. Like the Supreme Court and Election Commission, they will be completely independent of governments. No minister or bureaucrat will be able to influence their investigations.

3. Cases against corrupt people will not linger on for years anymore. Investigations in any case will have to be completed in one year. Trial should be completed in the next one year so that the corrupt politician, officer or judge is sent to jail within two years.

4. The loss that a corrupt person caused to the government will be recovered at the time of conviction.

5. If any work of any citizen is not done in prescribed time in any government office, Lokpal will impose financial penalty on guilty officers. The penalty will be given as compensation to the complainant.
A citizen can approach Lokpal if his ration card, passport or voter card is not being made or if police is not registering his case or any other work is not being done in prescribed time.
Lokpal will have to get it done in a month’s time. You could also report any case of corruption to Lokpal such as ration being siphoned off, poor quality roads being constructed or panchayat funds being siphoned off.
Lokpal will have to complete its investigations in a year, trial will be over in next one year and the guilty will go to jail within two years.

6. There are also safeguards against the government appointing corrupt and weak people as Lokpal members. This won’t be possible because its members will be selected by judges, citizens and constitutional authorities, and not by politicians - through a completely transparent and participatory process.

7. Action will be taken if some officer in Lokpal becomes corrupt. The entire functioning of Lokpal/ Lokayukta will be completely transparent. Any complaint against any officer of Lokpal shall be investigated and the guilty officer dismissed within two months.

8. The Jan Lokpal Bill will appropriate existing anti-corruption agencies. CVC, departmental vigilance and anti-corruption branches of CBI will be merged into Lokpal. Lokpal will have complete powers and machinery to independently investigate and prosecute any officer, judge or politician.

9. It will also be the duty of the Lokpal to provide protection to those who are being victimized for raising their voice against corrupts
